Bill was the third of five children of Patrick (Paddy) Hegney (b1894 in Longwarry, Victoria) and Margaret (Maggie) Ellen Wall (nee Nettleton; b1895 in Jarrahdale, WA). Paddy (a Fitter) and Maggie (a Widow with two sons) married in 1918 in Jarrahdale WA in 1918. The couple settled in Jarrahdale WA where Paddy worked as an Engineer before moving to Perth in the early 1930s.

Bill was working as a Shop Assistant in Perth WA when he enlisted in the ACMF in April 1942. Bill was a Private (Service No:W61971) and served with 16 Infantry Battalion, 10 Garrison Battalion and HQ War Graves Group. He was in New Guinea from March 1946 to July 1946 and was Discharged in August 1946.

In 1946 Bill married Thelma Nellie King (b1927 in Wellington Mills, WA) and the couple settled in Perth WA where Bill worked as a Tram Conductor. Following Thelma's death in 1949, Bill remarried Mariana Nicolakis (b1914 in Greece) in 1953 in Katanning, WA. Bill and Mariana settled in Perth where Mariana worked as a Shop Assistant and Bill was a Porter and Bus Driver. Following Mariana's death in 1969 Bill moved to Roleystone WA where he was a Timber Worker. Bill died in 2004.
