Tom was the second of five children of Patrick (Paddy) Hegney (b1894 in Smeaton, Victoria) and Margaret (Maggie) Ellen Wall (nee Nettleton; b1895 in Jarrahdale, WA). Paddy (a Fitter) and Maggie married in 1918 in Jarrahdale, WA. The couple settled in Jarrahdale, WA where Paddy worked as an Engineer before moving to Canning in 1930 where Paddy worked as a Fitter.
Tom was a Junior Assistant Meter Fixer in December 1941 when he enlisted in the ACMF (Private; Service No:W20989) with 16 (WA) Battalion VDC. He was Discharged in July 1943 to enlist in the AIF (Private, Lance Corporal; Service No:WX38934) with 16th Infantry battalion. Tom served in the Northern Territory (24 March 1943 - 30 November 1944) and New Guinea (21 November 1944 to 15 September 1945) and was Discharged on 30 November 1945.
In 1944 Tom married Roma Frances Taylor (b1923 in Coolgardie, WA) in Perth WA. The couple settled in Perth, WA where Tom worked as a Meter Fixer before moving to Nollamara. Tom worked as a Linesman from the early 1960s and he and Roma moved to Wanneroo, WA in the early 1970s. Tom and Roma both died in 1987.
