Francis was the third of five children of Arnold Renfry Carthew (b1882 in Running Creek, Ovens, Victoria) and Susannah (Bess) Mary Ecclestone (b1890 in Boyanup, WA). Arnold (a WAGR Railway Porter) and Bess married in 1911 in Boyanup, WA. The family lived in Guildford, Northam and Gwalia where Arnold was a Railway Porter and Station Manager. Following Arnold's death in 1926, Bess moved to Perth with her children and remarried.

Francis worked as a Farm Hand in Boyanup WA and enlisted in the Militia in March 1939. He was a Trooper (Service No:462143) attached to 25 Light Horse (Machine Gun) Regiment when he enlisted in the Australian Army later that year. Francis served as a Private (Service No:WX758) and was attached to 2/11 Infantry Battalion 6 Division when he was Discharged in October 1944.

Francis married Ellen Amy Evans (b1922 in Bunbury, WA) in Bunbury in 1944. He worked as a Farm Hand in Argyle (Donnybrook/Balingup), Karragullan and Capel before becoming a Carpenter. He and Ellen settled in Capel before retiring to Gosnells in Perth, WA. Francis died in 2001 and Ellen in 2017.
