Ted was the sixth of nine children of William Thomas Otway (b1862 in Dale River, WA) and Susannah Ann Willey (b1872 in Spring Valley, Beverley, WA). William (a Farmer) and Susannah married in 1891 in Beverley, WA where they settled and raised their children. Susannah died in 1906, one month after the birth of their ninth child.

Ted was a Farm Hand in Green Hills WA in October 1917 when he enlisted in the AIF. Ted's Application Papers stated that his mother was dead, his father's whereabouts were unknown and his Aunt - Mrs Emma Boyle - verified his age and signed permission. Ted served as a Private (Service No:52902) in Suez and France, and was attached to 28th Infantry Battalion when he was Discharged in September 1919.

In 1922 Ted married Florence Pettit (b1898 in York WA) in Beverley, WA. Ted and Florence lived in Doodananning WA where Ted was a Farmer before moving to Burrucopin WA in 1928 where Ted was a Farm Manager. In the 1930s Ted and Florence lived in Mullewa WA where Ted was a Labourer before he enlisted in the Army. He was a Private (Service Nos:WX39271/W26485) attached to 10 Garrison Battalion.

Ted and Florence lived in Mt Helena, WA and from 1958 Florence lived in Perth WA and Ted had moved to Babbage Island, Carnarvon where he was a Labourer. Florence died in 1983 and Ted in 1995.
