Frank's parents, Andrew Stevens and Mary Westall owned the Seabrae Boarding House at Redcliffe and father Andrew served on the Redcliffe Shire Council. Frank attended Humpybong State School and was working at Redcliffe at the time of his enlistment in January 1916. Frank returned to live with his family at Redcliffe in 1919. Some years later Frank and his sister Vera, together with parents Andrew and Mary, moved to Brisbane and when their parents died, Frank and Vera moved back to Redcliffe.
