Herbert was the youngest of three children of Samuel John Lynn (born 1851 in Krawaree, NSW) and Maria Jane Moore (born 1860 in Traralga, NSW). Samuel and Maria married in 1878 in Goulburn, NSW - Samuel died in 1884 and Maria in 1923.

Herbert and his brothers (Samuel and Arthur) moved to Perth, WA and in 1903 were living in North Perth. Herbert worked as a Repairer, Baker and Carter in Perth before relocating to Fremantle. He worked as a Grocer and Warehouseman in Fremantle and in 1916 he enlisted in the AIF (Private; Service No:340). Herbert served with 3rd Division Cyclist Battalion, 70th and 11th Infantry Battalions and was WiA (Gassed) in France in 1918. He was Discharged in 1919.

In 1916 Herbert married Elizabeth May Lockwood (born 1888 in York, WA) in Fremantle, where they settled. Herbert worked as a Warehouseman until retirement in 1948. He died in Fremantle on 27 September 1953, and Elizabeth died in 1957.
