Stephen served as a Driver with the 6th Brigade Field Artillery. His unit disembarked at Suez on 21 December 1915. He served in Cairo, Egypt until hospitalized at Abbassia with gonorrhoea on 8 February, rejoining his unit on 20 February in Cairo. Stephen was transferred to the 21st Battery at Ismailia on 11 March. He was treated for influenza in the field on 6 October and admitted to a Casualty Clearing Station for further treatment on 21 October.
Stephen was posted to the 15th Battery on 2 February 1917. He continued serving with the Field Artillery Brigade throughout 1918 with leave granted in October. He was sent to England early February 1919 and returned to Australia on Runic on 13 February and was discharged at Keswick on 1 August 1919.
Stephen was awarded the 1914/15 Star, British War Medal and the Victory Medal.
