Frederick William Toll was born on 18 Jan 1872 at Bowen, Queensland, a son to Benjamin Toll and Annie Toll (nee Richards). His early childhood was spent in Charters Towers where he attended the Normal School. Later he would attend Brisbane Grammar School where he joined the army cadets in 1888. After completing his education he returned to Charters Towers where he qualified as an accountant and continued his association with the volunteer defence forces in Queensland.
He married twice. First marriage was on 22 Sep 1894 to Emma Bone in Townsville and residing in Charters Towers where they had 2 children. The eldest child, son Frederick, would go on to also serve in WW1 where he was K.I.A. at Gallipoli. Tragically his first wife died in 1901 while he was abroad serving in the South African (Boer) War with the 5th Queensland Imperial Bushmen which was his second service in that war. On 31 Oct 1903 he married for a second time to Maria Louisa Berry at Charters Towers.
