Lionel was born at the Home of Hope, Stanley Street, Newtown, a home for unwed mothers. He was the illegitimate son of Margueritta Howarth and William H. Willis. At the age of 10, following the death of his mother, his step-father placed him into the Mittagong Boys Home and he went into foster care. On 9th October 1915, he lied about his age and said he was 18 years and 9 months and enlisted in the army, with the signed consent of his foster mother, Mrs Grace Bedding. He was infact 15 years and 9 months. At the time of his death, not yet 18 years of age, he had served at the front for 1 year and 7 months. His foster family placed a memorial notice in the Sydney papers following his death showing their regard for Lionel.
