Son of Frank Cadogan Cowper and Edith Cowper nee Cadogan of Kent, England

Husband of Ida L. Cowper of Hotham Street, East Melbourne, Victoria later of Hope Street Spotswood, Victoria

Previously served in South Africa from 1900-1901 with the 1st Scottish Horse Regiment with the rank of Trooper. From 1909-1910 he served with the Irregular Horse Regiment in Mexico with the rank of Lieutenant 

He was also detached to the Royal Flying Corps from the Australian Flying Corps

Commenced return to Australia on 6 January 1919 aboard HT Takada disembarking on 11 February 1919
