The eighth of twelve children, Philip was born in 1897 in Lancashire, England to Richard Beale Carter (b1863 in Devonshire, England) and Lucy Agnes Kilgraston Grant (b1866 in New Zealand). Richard (a Draper) and Lucy married in New Zealand in 1886 and travelled to Lancashire, England in 1890. The family remained in Blackburn, Lancashire where Richard was a Draper before emigrating to Fremantle WA by 1900. Richard worked as a Draper and Merchant, and the family made regular trips to Lancashire, England.
Philip attended Scotch College in WA (where he was in the School Cadets for four and a half years) and worked as an Assistant Draper and Draper in Fremantle WA. In March 1916 he enlisted in the AIF (Private; Service No:6015) and served in France with 11th Infantry Battalion, 1st Anzac Corps Light Railways and 17th Anzac Light Railways Operating Coy. He was a Sapper when he was Discharged in August 1919. Brothers Stanley (KiA at Gallipoli in 1915) and Geoff (died from wounds in 1917) - also served in WWI.
Returning to WA following his Discharge, Philip worked as a Draper, Mercer and Tailor in Geraldton and Fremantle. He was in Fremantle WA in 1929 when he married Clare Hollings (b1900 in Lancashire, England) - Clare had emigrated with her parents and siblings in 1912, arriving in Fremantle WA on board the Belgic, and by 1922 was working as a Shop Assistant in Geraldton WA.
Philip and Clare moved to Collie WA where Philip worked as a Draper, before returning to Fremantle WA where he worked as an Insurance Agent. The couple then settled in Perth WA, where Philip was Secretary of the ANZAC Club and Manager of ANZAC House when he enlisted in the RAAF in WWII. Following his Discharge, the couple remained in Perth where Philip was Manager of ANZAC House. In the 1950's they moved to Nannup on the Blackwood River in WA, where Philip was Manager of the Nannup Hotel. The couple retired to Busselton WA where Clare died in 1963. Philip died in 1970.
