Herbert was born in 1891 in Hampstead, London, to Alfred and Martha Allen. He was the youngest of six children, having four brothers and one sister. Herbert was employed as a baker's assistant. He emigrated to Australia and was engaged to an Australian girl, Florence, who lived at 4 Menzies Avenue, Brighton Beach, Melbourne. He enlisted in the war, and was killed at the age of 26. His fiancee kept in contact with his relatives in England until shortly before her death in the 1970s.
