Phillip died in air combat over Malta. Operational Training Units sucha No. 13 Operational Training RAF were responsible for the final stages of aircrew training prior to assignment to a squadron but they were often necessarily engaged in combat operations as crews undertook the final phases of their training.
No. 13 Operational Training Unit RAF (13 OTU) was formed in April 1940 as part of No. 6 Group RAF Bomber Command at RAF Bicester to train Bristol Blenheim light day bomber aircrew. Quite why its aircraft were operating over Malta is not yet clear.
