Stephen was the eldest of six children of Albert Kellow (born 1879 in Daly, South Australia) and Martha Bertha Trenberth (born 1883 at Wallaroo Mines in South Australia). Albert and Martha married in 1902 at Kadina in South Australia, and moved to Boulder in Western Australia in 1906, where Albert was a Miner.
Stephen started work as a Miner in Kalgoorlie, WA and married Evelyn Maude Edwards (born 1899 in Cue, WA) there in 1929. By 1931 Stephen was working as an Accountant and in January 1940 he enlisted in the Army, serving as Captain (Service No: W237399) with Australian Army Pay Corps. Five of his Brothers-in-Law also served in WWII - Warrant Officer Fred Garden (Service No: WX29754); Leading Aircraftman Robert Moysey (Service No: 82673); Flight Lieutenant Leslie Booth (Service No: 267435); Corporal Garland Edwards (Service No: WX27391) and Flight Lieutenant Cecil Edwards (Service No: 8816).
Following his Discharge, Stephen and Evelyn lived in Perth, where Stephen worked as an Accountant. Evelyn died in 1989 and Stephen in 1993.
