Frederick was the fifth boy of Arthur and Florence Collins of Gulnare, who joined the Armed forces during WW2.

Frederick gained his QC at the Gulnare Primary School and in civil life worked as farm labourer in the Gulnare and surrounding districts. After joining the AIF in July 1941 sailed to the middle east and returned to Australia in March 1942. He was in New Guinea on active service where he contracted malaria.
