Tom was the youngest of four children of Patrick (PJ) John Flanigan (born 1890 in Irishtown Ipwsich, QLD) and Susannah Eleanor Taylor (born 1890 in Ipswich, QLD). PJ (a Coal Miner) and Susannah (a Tailoress) married in Ipswich, QLD in 1914 and settled in Roma, QLD where PJ worked for the Railways.
Tom was in Sydney, NSW in 1944 when he marrried Doris Irene Goss (born 1921 in Sydney, NSW). Doris worked as a Pyjama Hand, and Tom was a Factory Hand when he enlisted in the Australian Army in April 1945. He was a Private (Service Nos:QX63698/Q127580) attached to 141 Australian Anti Aircraft Battery when he was Discharged in February 1946. Brother-in-Law Cheslyn (Ches) James Nicholson (RAAF, Corporal, Service No:22145) also served in WWII.
Tom and Doris moved from Sydney, NSW to Roma, QLD in the early 1950s where Tom worked with QLD Rail as a Shunter. Doris died in 1984 and Tom in 2005.

In April 1942, Tom enlisted in the ACMF (Private; Service No:Q127580) - a Butcher in Sydney NSW, he served with 5/11 Field Regiment before Discharging in April 1945 to enlist in the AIF (Private; Service No:QX63698). Tom served with with 11 Field Regiment in Darwin (23 June 1942 - 23 June 1943) and with 53 Port Craft Coy in Bouganinville (18 April 1945 - 16 January 1946).
