Herbert was the fourth of five children of William James Moore (b1880 in Gundagai, NSW) and Millicent (Millie) Mary Ainsworth (b1879 in Dubbo, NSW). William (a Labourer) and Millie married in 1910 in Eulo, QLD and settled in Cunnamulla, QLD. William enlisted in the AIF in 1916 (Private; Service No:2843). He worked as a Labourer in Cunnamulla, where he died in 1919.

Herbert was working as a Station Hand in Cunnamulla, QLD in July 1942 when he enlisted in the ACMF. He served as a Private (Service No:Q148425) and was attached to 17 Labour Coy when he was Discharged on 8 March 1943 to re-enlist on 9 March 1943 in the AIF (Service No:QX49735). Herbert served with 42 Water Transport and 41 Landing Craft Coy in Borneo (10 March 1943 - 26 January 1946). He was attached to 14 Works Coy when he was Discharged in September 1946.

In April 1946 Herbert married Thora Gertrude Strange (b1921 in Brisbane, QLD) - Thora was working as a Box Maker in Brisbane. Herbert and Thora settled in Ipswich, QLD where Herbert was a Labourer. He died in 1976 and Thora in 1982.
