Born in Mullewa WA in 1934, Vic was the eighth of nine children of Edward (Ted) Albert Otway (b1900 in Beverley WA) and Florence Pettit (b1898 in York WA). Ted (a Farm Hand)and Florence married in 1922 in Beverley WA - Ted had served in WWI (Private; Service No:52092). The family lived in Beverley, York, Northam and Mullewa where Ted was a Farmer, Farm Manager and Labourer before moving to Mount Helena WA in the late 1930s. Ted was a PMG Linesman when he enlisted in the Army in 1941 (Private: Service Nos:39271/W26485). By the early 1960s Ted had moved to Carnarvon WA where he was a Labourer on Babbage Island.

Vic's older siblings - Leslie and William - had served in WWII - and Robert was serving in Korea when Vic enlisted 1953. Vic (Lance Corporal; Service Nos:51851/1200606) served in Korea and Vietnam - he was one of twenty seven Australians WiA on 17 February 1967 at the Battle of Long Tan (The Canberra Times Monday 20 February 1967;p3). Vic served with 2nd Battalion RAR and 5 Platoon B Coy 6 RAR.

In the early 1970s Vic had Discharged and was living in Geraldton WA where he was a Hospital Worker. Around that time he married Esma Maud Elder (b1936 in Yokine WA) - Esma was also a Hospital Worker. Vic died in 2019.
