Francis was born in New Guinea, the eighth of nine children of Carl Christain Olaf Andersen (born 1867 in Norway) and Jessie Willipa Sullivan (born 1882 at Willipa Station in South Australia). Carl was a Master Mariner, and he and Jessie married in Cooktown, QLD in 1901.
The family spent much of their time in New Guinea, which is where Francis was living when he enlisted in WWII in 1943. Francis' older brother was Major John Strathford Hans Andersen OBE who served in the Australian Army from 1939 to 1967.
Francis married Patricia in Brisbane, QLD in 1941, and following his Discharge in 1945, they moved to Perth in Western Australia where Francis was a Civil Servant
