Charles was the youngest of eight children of John Daniel Manning (born 1847 in Hertfordshire, England) and Mary Elizabeth Joyce (born 1851 in Perth, WA). John arrived in WA in 1852 on board the Will Watch and was a Dairy Farmer in South Perth in 1874 when he married Mary in Perth, WA. The family lived in South Perth, where John was a Dairy Farmer and a Councillor on the South Perth Municipal Council.
Charles was a Dairy Farmer when in 1919 he establsihed a milk distribution business in South Perth, WA. In 1941 he married Jean Florence King (born 1905 in Glenelg, South Australia). Jean, a Clerk at Balkatta in Fremantle before her marriage, died in 1944.
In August 1941 Charles enlisted with the CMF and was a Private (Service No:W34568) with 22nd Army Field Coy. In September 1942, Charles transferred as a Sapper to 10th Garrison Battalion - the Garrison was charged with protecting the coastal artillery on Rottnest Island until 1944 when they moved back to the mainland to take over protection for the Port of Fremantle. Charles was Discharged in August 1945.
In December 1946 Charles married his second wife, Florence Alice Hargrave (born 1907 in Wagin, WA) in Perth, WA. Charles continued with his milk distribution business in South Perth until his retirement in 1968. Florence died in 1970 and Charles in 1981.
