Roy was the second of four children of  George Arthur Brown (born 188 in London, England) and Martha Elizabeth Moore (born 1900 in London, England). George was a Hawker in London when he married Elizabeth in 1918. George, Elizabeth and their first child immigrated to Melbourne, Victoria in 1920. Their marriage was unhappy - George suffered from war wounds that required constant mediacl attention, drank and was violent. Therr more children were born in Melbourne and by 1930, Martha had Divorced George (who worked intermeittently with the Railways).

Roy was a Warehouse Employee in Melbourne when he enlisted in the Australian Army in November 1939, He served with Royal Corps Signals (Private, Signalman; Service No:VX1601) in the Middle East and New Guinea. Private Brown was attached to Advanced Land HQ when he was Discharged in May 1944. Brothers-in-Law Samuel William Swann (Service No:QX10449), Edmund Joseph Swann (Service No:QX16907), Albert James Daniel Swann (Service No:Q104009), Arthur Newbery Swann (Service No:43461) and Alfred Mansfield Holloway (Service Nos:Q66175/Q122233/QX39483) also served in WWII.

Roy married Jessie Olive Swann (born 1925 at Millmerran on the Darling Downs in QLD) in 1942 in Brisbane, QLD. Following his Discharge, Roy and Jessie lived in the Housing Area at Victoria Park in Brisbane and Roy worked as a Spray Polisher and Motorman. They moved to Staffor in Brisbane, QLD in 1955, and were Divorced by 1958. Roy moved into the City where he worked as a Spray Painter and Cleaner. Roy died in Brisbane in 1967
