William was the youngest of four children of Robert William Allen (born 1865 in Dublin, Ireland) and Emma Elizabeth White (born 1874 in Perth, WA). Robert arrived in WA in 1874 on board the Naval Brigade (his father Arthur was a Crimean War veteran). Robert was a Manufacturer in Fremantle, WA when he married Emily in 1898, and the family moved to Blackheath at Katoomba in NSW where Robert was a Photographer.
William was a Motor Driver in Blackheath, and in 1930 married Jessie Muriel Johnstone (born 1909 at Blackheath, Katoomba, NSW). William and Jessie lived in Blackheath and in 1943 William was a Grocer. He enlisted in the RAAF in May 1944 and was a Leading Aircraftman (Service No:163540) attached to 5 Service Flying Training School when he was Discharged in December 1945. Brother Arthur Robert Allen (WOII; Service No:3001) served in WWI.
William and Jessie settled in Sydney, NSW where William worked as an Engineer's Assistant. Following Jessie's death in 1962, William relocated to Sussex Inlet at Nowra, Shoalhaven NSW - he listed his employment as 'Cabin Proprietor'. William died in 1980.
