Joseph was the eldest of two children of Joseph James Hooper Snr (born 1878 in Gympie, QLD) and Jessie Louisa Guard (born 1888 in Gympie, QLD). Joseph Snr - a Miner - and Jessie married in Gympie, QLD in 1910. They settled in Gympie, where Joseph Snr was a Miner.

Joseph worked as a Plumber and Sheetmetal Worker in Gypmie, QLD, where in 1941 he married Maureen Amelda Fitzpatrick (born 1919 in Gympie, QLD). Joseph enlisted in the RAAF in 1942, serving as an Aircraftman (Coppersmith) and Leading Aircraftman (Service No:78538). He was attached to 3 Personnel Depot (Sandgate) when he was Discharged in May 1946. Brother Vincent Harold served in the Australian Army and was KiA in New Guinea in 1943.

Joseph and Matilda relocated to Brisbane, QLD following the war, and Joseph worked as a Plumber. He died in 1982 and Maureen in 1984.
